The County of San Mateo’s (County) Disposable Food Service Ware Ordinance (PDF) (Ordinance) was adopted by the County’s Board of Supervisors on February 25, 2020. This new law regulates and reduces disposable food service ware made of plastic and other foodware waste. The new regulations apply to food service businesses that operate in unincorporated areas of the county and in cities that adopt the County’s Ordinance as a model ordinance.

San Carlos Youth Center
The San Carlos Youth Center eliminated the use of over 18,000 disposable items, reduced waste by 214 lbs., and saved over $700 dollars each year by switching to the use of reusable foodware.

Manilla Eatery
Manila Eatery eliminated the use of over 54,000 disposable items, reduced waste by over 2,200 lbs., and saved over $4,600 dollars each year by switching to the use of reusable foodware.

Jersey Joe’s
Jersey Joe’s eliminated the use of over 193,000 disposable items, reduced waste by over 1,700 lbs., and saved over $5,0000 dollars each year by switching to the use of reusable foodware.

The County of San Mateo adopted the Ordinance February 25, 2020 and began enforcement October 1, 2022.

The Town of Atherton adopted the Ordinance June 17, 2020 and began enforcement October 1, 2022.

The City of Belmont adopted the Ordinance November 25, 2020 and began enforcement October 1, 2022.

The City of Brisbane adopted the Ordinance April 15, 2021 and began enforcement October 1, 2022.

The City of Burlingame adopted the Ordinance May 4, 2020 and began enforcement October 1, 2022.

The Town of Colma adopted the Ordinance July 14, 2021 and began enforcement October 1, 2022.

The City of Daly City adopted the Ordinance September 13, 2021 and began enforcement October 1, 2022.
The City of Daly City’s Ordinance differs from the County’s in that it also requires that, wherever practicable, food facilities shall provide reusable foodware in place of disposable foodware.

The City of Foster City adopted the Ordinance by reference to the County’s Ordinance and began enforcement on October 1, 2022.

The City of Half Moon Bay adopted the Ordinance October 6, 2020 and began enforcement July 9, 2021.
The City of Half Moon Bay’s Ordinance differs from the County’s in two important ways.
- Accessories such as straws, stirrers, cup spill plugs, condiment packets, utensils, napkins, etc. shall be provided only when requested by the consumer (dispensers and self-serve areas not allowed).
- Starting on 6/1/23, food facilities must use reusable foodware for dine-in, except for straws, stirrers, cocktail sticks/picks, toothpicks, napkins, wrappers, and liners so long as they are fiber-based, compostable.

The Town of Hillsborough adopted the Ordinance September 13, 2021 and began enforcement October 1, 2022.

The City of Millbrae adopted the Ordinance February 23, 2021 and began enforcement October 1, 2022.

The City of Pacifica adopted the Ordinance March 14, 2022 and began enforcement October 1, 2022.
The City of Pacifica’s Ordinance differs from the County’s Ordinance in that food facilities must use reusable foodware for dine-in, except for straws, stirrers, cocktail sticks/picks, toothpicks, napkins, wrappers, and liners so long as they are fiber-based, compostable.

The City of Redwood City adopted the Ordinance October 24, 2022 and began enforcement October 24, 2023.

The City of San Bruno adopted the Ordinance September 14, 2021 and began enforcement October 1, 2022.

The City of San Carlos adopted the Ordinance October 25, 2021 and began enforcement October 1, 2022.

The City of San Mateo adopted the Ordinance February 1, 2021 and began enforcement October 1, 2022.

The City of South San Francisco adopted the Ordinance March 25, 2020 and began enforcement October 1, 2022.
