Plans
The Sustainability Department has been involved in many planning efforts to help shape a sustainable future for our communities.
Sustainability Plans
We prioritize community engagement.
Community Climate Action Plan
The Community Climate Action Plan (CCAP) is a strategic roadmap to guide unincorporated San Mateo County in preparing for climate risks and creating impactful greenhouse gas emission reductions. It was adopted by the Board of Supervisors in 2022.The Community Climate Action Plan (CCAP) outlines priority actions to achieve a 45% reduction of greenhouse gas emissions over 1990 levels by 2030 and carbon neutrality within unincorporated San Mateo County by 2040.It also features a plan for how the unincorporated County can adapt to the effects of climate change.
Government Operations Climate Action Plan
The San Mateo County Government Operations Climate Action Plan (GOCAP) is a comprehensive strategy to reduce greenhouse gas (GHG) emissions from County operations that was adopted by the Board of Supervisors in 2021. The goals in the GOCAP are to achieve an 80% reduction from 2005 levels by 2030 and carbon neutrality by 2035. Many actions described in the plan will also bring economic, environmental, and health benefits for County government and the community, making government operations more efficient and improving the level of service it offers to County residents and businesses.
Resilience Planning
The Sustainability Department is involved in a variety of efforts to plan for future climate impacts, such as working with local cities and jurisdictions to update their Safety Elements, the 2021 update to the San Mateo County Multijurisdictional Local Hazard Mitigation Plan (MJLHMP), and vulnerability assessments to support San Mateo County communities to prepare for sea level rise.
Unincorporated Active Transportation Plan
The Unincorporated San Mateo County Active Transportation Plan (SMC ATP) is a comprehensive framework to guide the development of active transportation projects and programs for walking, bicycling and other forms of human powered movement for people of all ages and abilities throughout unincorporated County communities. Implementation of the program and policy recommendations included in the SMC ATP will support the development of a safer, more connected walking and biking network throughout the County’s unincorporated communities. It will also contribute to the County’s progress on goals relating to climate change and a reduction in greenhouse gas (GHG) emissions, and addressing mobility needs of community members.
Green Infrastructure Plan
Green infrastructure (GI) uses vegetation, soils, and stormwater capture facilities to mimic natural processes, manage stormwater as a resource, and create healthier urban environments. The County of San Mateo developed a GI Plan to comply with the requirements of the Municipal Regional Stormwater Permit (MRP) and to demonstrate its commitment to transform its storm drainage systems with GI in key urban areas within the County’s watersheds. The GI Plan presents the County’s long-term strategy to incorporate GI in both private and public projects within unincorporated communities.
